Bungling Home Office chiefs even wrongly sent messages to an anti-racism campaigner and an immigration caseworker.
Some 58,000 texts and emails were sent and prompted hordes of complaints.
Prime Minister David Cameron said he supported the texts “in principle”.
But Labour described Home Secretary Theresa May’s border policy tactic as “shambolic and incompetent”.
Suresh Grover, who founded the anti-racism charity The Monitoring Group, was stunned to get the message.
Mr Grover, who campaigned for justice for murdered teenager Stephen Lawrence, among others, said: “I was absolutely shocked and quite horrified to receive the text.
“I thought it wasn’t meant for me. I came here with my parents in 1966, I was born in East Africa and always had a British passport.” Bobby Chan, an immigration adviser at a central London law centre, was also sent the text.
It read: “Message from the UK Border Agency. You are required to leave the UK as you no longer have right to remain.”
He has lived in the UK since 1973, and said: “These kind of practices stereotype immigrants as a criminal community and create an atmosphere of fear.”
The messages were sent by a private contractor, Capita, on behalf of the border agency.
The Home Office defended its position, saying: “We are taking proactive steps to contact individuals who records show have no valid right to be in the UK.”
The Home Office says just 14 people were mistakenly asked if they had overstayed their visas
