The Canadian politician admitted he used “unforgivable language” as he denied pressuring a female employee to perform the sex act.
The 44-year-old admitted smoking crack cocaine after weeks of speculation.
Documents were released by Police on Wednesday alleging Ford had driven drunk, used racially abusive language, threatened staff, consorted with a woman suspected of being a prostitute and made a sexual proposition to a female staff member.
However, as the father-of-two denied these charges, he said he was “happily married” and then used obscene language to explain that he only received oral sex at home.
Ford also said he would take the staff members who revealed his drug use to court. He appeared erratic and wore a Toronto Argonauts football top as he spoke.

Ford apologised for the remarks yesterday and added that seeing his integrity attacked made him “see red”. He said: "I acted on complete impulse in my remarks”.
Councillors have become increasingly exhasperated by the Mayor’s behaviour and recently turned their backs on him as he addressed political matters.
Councillor Janet Davis said: “This is one of the most stubborn, pig-headed people I think we have ever seen. "He seems to have no self-awareness, no core of moral character. It is stunning."
The council voted with an overwhelming majority of 41-2 requesting he leave, but they have no power to remove him. A Daily Star report.
